ARTICLE 1: KIND OF RACE
The race, registred in the calendar of RFEC, It is reserved for elite men under 25 years of age and Sub 23 (born in 2002 or after). It is classified in class 2. 12.2 and in accordance with the RFEC regulations, it attributes points for the RFEC Individual classification to the first 20 riders in the general classification of the event.
ARTICLE 2: PARTICIPATION
The race is open to ELITE/U23 teams registered in the RFEC. The number of riders per team is set at 7, of which at least 5 must start, in accordance with article 2.2.003 bis of the UCI regulations.
ARTICLE 3: PERMANENT
The Permanent office at start of 1st stage opens on 28/05/2026 at 9:00 a.m. to 1:00 p.m. in Casa de Cultura de Villanueva de Araquil, Calle de las Escuelas 6, 31850, Villanueva de Araquil, Navarra. Latitud: 42.91661; Longitud: -1.89532.
The Panel of Commissaires meeting will take place on 28/05/2026 at 9:00 a.m. Casa de Cultura de Villanueva de Araquil, Calle de las Escuelas 6, 31850, Villanueva de Araquil, Navarra. Latitud: 42.91661; Longitud: -1.89532.
The confirmation of participants and the distribution of bib numbers by the team managers will take place from 09:30 a.m. to 10:45 a.m. in the permanent office on 28/05/2026.
The meeting of sports directors, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the members of the Panel of Commissaires, will be held at 11:00 a.m. in Casa de Cultura de Villanueva de Araquil. In addition, the Safety meeting will be held at 11:30 a.m. at the same place.
The permament office at the finish will be set in the podium truck. Finish line.
ARTICLE 4: RADIO VUELTA
The race information is broadcast on the frequency: 150.187.5 Mhz.
ARTICLE 5: NEUTRAL TECHNICAL ASSISTANCE
The neutral assistance service is insured by Shimano Spain. The service is ensured by 3 sufficiently equipped neutral assistance vehicles and the broom truck.
ARTICLE 6: CONTROL CLOSURE
Depending on the difficulty of the stages, the following stage time limits will be applied:
1st Stage: 18%
2nd Stage: 15%
3rd Stage: 20%
4th Stage: 18%
In accordance with the article 2.6.032 of the UCI regulations, the Commissaires Panel may extend the control closure, after consulting the organizer. The control closure will be decided ultimately by Foral Police of Navarre.
ARTICLE 7: MOUNTAIN ARRIVALS
The article 2.6.027 is not applicable in the case of a summit finish; the stages with a summit finish, and therefore in which it does NOT apply, is:
Stage 1. Hiriberri/Arakil – Oderitz/Larraun
Any discussion concerning the qualification of «high arrivals» and «before ascent» will be resolved by the College of Commissaires.
ARTICLE 8: CLASSIFICATIONS
GENERAL INDIVIDUAL BY TIMES
It will be obtained by the sum of times invested in all the stages, by each rider, taking into account the corresponding penalties and bonuses, if any, with the rider who has completed the lowest time being the best classified. In the event of a tie on time, the fractions of seconds recorded in the individual time trial stages (including the prologue) are incorporated into the total time to break the tie. If the tie persists or in the absence of individual time trial stages, the sum of the places obtained in each stage shall be used and, as a last resort, the place obtained in the last stage break the tie.
STAGE CLASSIFICATION BY TEAMS
Is established by the sum of the three best individual times of each team except for the team time trial that is regulated by the regulations of the test. In case of equality, the teams will break the tie by the sum of the places obtained by their three best times in the stage. If the equality continues, the teams will be separated by the classification of their best rider in the classification of the stage.
THE GENERAL CLASSIFICATION BY TEAMS
It is set by the sum of the three best individual times of each team in all the stages raced. In case of equality, break the tie:
1. Number of first places in the daily classification by teams;
2. Number of second places in the daily classification by team, etc.
If there is still a tie, the teams will be separated by the placing of their best rider in the general individual classification.
Any team reduced to fewer than three riders will be eliminated from the general teams classification.
GENERAL AWARDS OF THE MOUNTAIN
It will be obtained by the sum of the points obtained by each rider in the mountain prime, being the best classified the one that has obtained the most points. In the event of a tie, it will be resolved in favor of the one who has achieved the greatest number of first places in the top of the highest category. If the tie continues, the highest number of first places in the top of the immediately lower category will be considered, and so on. If the tie persists, it will be resolved in favor of the best classified in the Individual General Classification by Times.
PUNCTUATION:
1st category: 1° 9 points, 2° 6 points, 3° 3 points.
2nd category: 1° 6 points, 2° 4 points , 3° 2 points
3rd category: 1° 3 points, 2° 2 points, 3° 1 point.
GENERAL CLASSIFICATION OF INTERMEDIATE SPRINTS:
It will be obtained by the sum of the points obtained by each rider when passing the indicated places, the one with the most points being the best classified. In the event of a tie, it will be resolved in favor of the rider who has obtained the greatest number of first places. If the tie persists, in favor of the best classified in the General Classification Individual by Times.

GENERAL CLASSIFICATION OF THE FIRST YOUNG RIDER
Riders born in 2006 and 2007 will be eligible for this classification, the leader of this classification being the rider best classified in the General Individual Classification by times.
GENERAL CLASSIFICATION OF FIRST NAVARRE
Riders born in the Foral Community of Navarra will have the option of this classification, with the leader of this classification being the runner best ranked in the Individual General Classification by Times. The Organizer reserves the right to resolve as many cases and exceptional situations that may arise from the interpretation or application of this article.
OTHER CLASSIFICATIONS
Other classifications may be established, always based on sporting criteria; Combined, Young, first national runner, Autonomous, etc. In this case and according to articles 2.6.013 and 2.6.018 of the UCI stage regulations, on the basis of these classifications, a maximum of 6 maillots will be attributed.
ARTICLE 9: PRIZES
The following prizes are awarded: (At least as established in the prize table that appears in annex 13 for test 2.12.2 – RFEC Financial Obligations). See attached table in the technical guide.
ARTICLE 10: ANTIDOPING
During the event, the riders may be subjected to anti-doping control in accordance with the rules established in the UCI/RFEC Anti-Doping Control regulations.
ARTICLE 11: PROTOCOL
At the end of each stage, in accordance with articles 1.2.112 – 1.2.113 of the UCI regulations, the following riders must appear on the podium in competition attire for the protocol ceremony:

Leader of the General Individual Mountain Classification – (White jersey with points).
Leader of the Individual General Classification of intermediate sprints – (Green jersey).
Leader of the Individual General Classification of under21 (White jersey).
Leader of the Individual General Classification of 1st. Navarro – (Blue jersey).
The award-winning riders must be to the protocol within a maximum of 10 minutes from their entry into the finish line.
Likewise, at the end of the test in the FINAL PROTOCOL, the following runners must also appear:
– First 3 classified runners of the proof
– Team and director of the general classification by Teams
– Individual General Leader
– General Mountain Leader
– General Leader intermediate sprints
– Individual leader of under21 classification.
– General leader 1st Navarro
– Winner Stage
ORDER OF PRIORITY FOR JERSEYS
If a rider leads several classifications, the order of priority for jerseys will be as follows:
1. Individual General Classification by time
2. King of the Mountains Classification
3. Under-21 Classification
4. Sprint Classification
5. 1st Navarro Rider Classification
ARTICLE 12: FEED ZONES AND ECO ZONEZ
The route map and technical guide will indicate the feed zones and eco zones for each stage, which must be respected.
ARTICLE 13: SIGNATURE CHECKS AND TEAM PRESENTATION
Riders must report for daily signature checks and team presentations at the designated times, which will be announced in advance.

ARTICLE 15. FINAL PROVISION
Any cases not covered by these regulations shall be resolved in accordance with the regulations of the UCI and the RFEC.
